A ban is a ban. 25 million phones which do not have a IMEI number will not be able to make any calls. The mobile operators are already blocking calls made from mobiles without IMEI numbers.

Communication Minister A Raja told Prakash Javadekar (BJP) in a written reply that the directions have been issued to all cellular mobile telephone services (CMTS) and Unified Access Services licensees to make provisions for equipment identification register in their network.

Phones without IMEI numbers typically get all zeros when the code (*#06#) is entered. All these will be banned. There was an effort to implant IMEI numbers through a software. It would be interesting to see how many mobile phone users has done that.
