Sex offenders 'have high re-offense rate'

That's the finding of this study, which appears to recommend lengthening sentences.

A study has found that two in three sex offenders have committed a separate offense, including sex crimes.

According to the results of a survey of 341 people convicted of sexual assault (rape) in 1999 and 2000, conducted with the permission of the Supreme Court by Hallim University professor of psychology Jo Eun-gyeong, 64.2 percent (219) of the convicts had been convicted of other crimes, including sexual assaults.

The 219 recidivists had committed an average of 2.35 other crimes, and went an average 3 years and 5 months before being caught.

Of the 341 convicts, including the 35.8 percent who were non-recidivists, 11.1 percent (38) were convicted of a sex crime and the remaining 53.1percent (181) were convicted of a non-sex offense.

66 had records of sex offenses before the survey began, and 72.7 percent (48) of them re-offended with 28.8 percent (19) committing a new sex offense.

The study also found that re-offenders who were young and had previously served time in prison were greater re-offense risks.

Prof. Jo said, "We found that non-recidivists had received longer sentences than recidivists... This could be seen as meaning severe sentences are effective, but it could also mean that full consideration is not given to recidivism risks at the time of sentencing."

1. I am ashamed of you four. Every realeased pedophile and rapist means more victims. Don't you give a darn about them. Or are you here just trolling.

2. And Koreabeat; is your blog so hungry for hits that you would allow such non-sense by the above clowns? I thought you were a class act, where your commenters focused on the issue and not mastubatory insults against each other.

3. There has been talk about strengthening laws for victim. My questions are;
a. Who will make sure the sentencing guidelines are followed?
b. Will they have a minimum sentence?

Mrs.H,

Nothing youseok writes is classy or positive in any way about Korea. Youseok's "dad" had it right.

As for your questions, I dont think there is any "governing body" to make sure sentencing guidelines are kept. Once you're a judge in Korea, you can pretty much rule and sentence as you see fit. Certainly I don't recall ever hearing a judge being sanctioned for improper or inappropriate rulings. If that's not the case, I would hope someone would correct me on that (with a link if possible).

If I remember correctly, some laws have changed recently to give minimum sentences for certain crimes, but it's too early to say if these new laws/guidelines will be followed to the letter or not.

There were always minimum sentences, but it was possible to sentence under them in certain cases (most notoriously, drunkenness). As I recall the Supreme Court has been moving to revise the guidelines to make such cases less common, and to increase maximum sentences.

As for the comments, well, youseok deserves ridicule, so he may as well get it here.
